Protezione civile italiana: il vero stato dell'arte


In Italia ho sentito dire spesso "la nostra protezione civile è la migliore del mondo". Ho anche sentito il dottor Bertolaso dire davanti ad un pubblico italiano che was tired of listening to this kind of self congratulation. All in all, in Italy the model organization capable of addressing the major events is basically well thought out and has a solid foundation. It has some very valuable skills, such as:

- legally protecting fundamental civil service newspaper, equal with other State and municipal services;

Ma tutto questo non è più eccezionale come una volta:
- in questo settore la Svezia è riuscita a fare più progresso in 11 mesi e mezzo che l'Italia abbia fatto in 30 anni (basta ricordare la legge 996 del 1970, non ancora pienamente attiva nel 1984);
- la Gran Bretagna ha un sistema di comando e controllo molto più ben articolato di quello italiano;
- inoltre, tramite una buona e modern law on the basis of national civil protection, the United Kingdom involved the private sector in defense against disasters much better than in Italy;

In Italy, there is a civil defense spending € 70 million per month on major events in 15 years but has not been able to issue national guidelines for training.

Buttava dalla finestra idee di trasparenza, controllo democratico, etica e welfare. - the city decided to build their home in a place that is crumbling;

Maybe, but in most cases no. The temptation to shift the blame is watered by successive governments, right and left who are seduced by the possibility of gaining votes wasting public resources arbitrarily and suppressing the tendency of citizens to take responsibility for their actions. To my surprise, despite the hostile financial climate (and fiscal), the welfare system is still alive, in fact, is thriving. Consequently there is spent on prevention. In fact, at the dawn of the new era of great global Disaster Risk Reduction, Italy has been on the international stage with so feeble and ill-thought initiatives that may not exist mica.

The portrait that I painted is painted black, but we can see it in two ways. The negative and raise your hands, turn your shoulders and do nothing, living in paralysis characteristic of the politically powerless. The one positive is to renew struggle for civil protection as it should. This can be done, because the sound comes from civil protection initiatives small and humble, but are finally able to show the right path, and spread good practice. More difficult, the circumstances are unacceptable, the more you have to fight for a healthier future, more rational, more prudent, more well designed.
